Im not from the UK but i only play uk servers (wireplay, evil clan etc.)
Usually my ping is arround 100-150 or less but in the past few days my ping is higher than ever and i cant find a server that my ping is less than 200 there.
Im pretty sure its because of some changes i made in cl_cmdrate, cl_updaterate and rate.
can someone please tell me all the necessary commands to "fix" my ping issue?
my internet connection is ADSL, 1.5 mbps
help me as soon as you see this please.

These are a good starting point for any connection to any server, think about increasing cmdrate if you've got a good up speed on your connection.

Please dont give people these settings unless you include your ex_interp and ex_entrapmax. Otherwise it will just screw them.

Yes, I can see you read that thoroughly. I also use these settings with the default ex_extrapmax and get the most stable connection I've ever had.

yes and still warping. it can be produced by my spanish connection (512/128)
Maybe it is because of the distance you are connecting from. These work fine on any broadband connection (even my 300k) for UK servers (I'm in the UK). Maybe you need slightly lower values as you will get a higher ping.
rate value should be ok at 9999, however cl_cmdrate and cl_updaterate may need to be lowered. However, only you can test to find out which values work best!
ex_interp should be set to 1/cl_updaterate.
