Recently i've found that sometimes i can't web while using alien flashlight.
sometimes i just can't see the new web (but it catches jetpacked marines)
and sometimes the new web don't appear.

Bug 517 is webs not being visible if made while the alien flashlight is on. There is a webbing limit built-in to NS so that only x number of webs can be made in one area, and so that only y can exist at one time throughout the map. I believe what you are seeing is the combination of the aforementioned bug, as well as hitting one (or both) of the webbing limits.
