I Propose a new right click menu for when you hold down rightmouse button for split second. it would work much like the windows rightclick only it gives you a list of commands, for your precise order needs

EDIT - um yeah for commanders , it would change the waypoint icon also as well as playing a different sound effect "weld target at waypoint " for if you rightclick and choose weld .
