Let me be the first to welcome you to Natural Selection. This would actually be a question for the Tech Support forum; I've found at least one other topic which directly realtes to your problem:

Basically, you're missing one key component: you must install the beta4 pacth of NS before the supplementary beta4a patch. The order of installation is ns_install_v3_b1, ns_install_b4_patch, ns_install_b4a_patch. Check the downloads section of the main page for links and instructions. Also, be sure to run Half-Life at least once before installing Natural Selection, as the nsp folder is stored within \Steam\SteamApps\name@isp.com\half-life.

actually, this other thread provides more detail on what to watch out for as you are installing and checkpoints along the way:

read thansal's detailed instructions and it should work great.

I have deleted NS. Now I install ns_install_v3_b1. You cant change that where it want to install to. It automaticly install it steamapps/mymail@isp/half-life/half-life/nsp. Is that right? Thx for help anyway. Sure i have played half-life training course.
