I just uninstalled Steam and all the NSP folders, im gonna do it all over again, then we shall see if theirs a problem or just my brain...

You did something wrong or missed something out, it means that you have an older version of NS.
Make sure you downloaded all the patch files like patch 4 and patch 4a.
are you definately trying to connect to a b4a server - there are still a few v2 servers out there...
make sure Halflife is fully up-to-date before starting the NS installs..
after each NS install (v3 / v4 / v4a) run NS to make sure it's all ok - then quit, and install the next one....
it will work - last resort is to download all the files again

When testing each version to see if it works can i just run a lan game ??!? or should i connect to an internet server ?!?
Say i have nothing on my computer accept steam with no loaded games accept half life, If i dl the patches above and install them correctly will that give me NS fully working ? Or do i need another file ??
You shouldnt be testing each version. You should install them in order. But every time you install one, do a search to see how many nsp folders you have. If you have more than 1, then the last install you did installed to the WRONG SPOT. Thansal's guide should tell you how to ensure it installs to the right place.

Seriously man - ur missing out. 3.0b4a is a hell of a lot better than v2, and soon NS is going to migrate entirely to steam and WON will be shut down.
Its a little tricky getting steam going an all, but the rewards are huge. I cant recommend enough you take a some time now to figure it all out. If you like I can type a very step by step guide that should leave you with zero questions.
First off, find and install steam. From what you've told me, thats what you've already done. I take it you've cranked up steam and played the training mission once. Go now and find any folders called NSP in steam and kill them/delete them.
Now quit steam entirely. Shut it down by right clicking on the icon down the bottom and saying close. Then find ns_install_v3_b1.exe - make sure its that file exactly. Install it, this should auto install to steam\steamApps\your@email\half-life\nsp, if it does not, find the NSP folder and cut then paste it there.
Now find ns_v30_b4_patch.exe. Run that. At some point it will ask you for a file path. point it too steam\steamApps\your@email\Half-Life\ do NOT include the NSP folder though.
Now find "ns_v30_b4a_patch.exe" Make sure it has that a next to the b4, or you've got the wrong patch. Install that file. Now do a search of your harddrive for folders named NSP. If you have two, find the one that isnt at halflife\nsp. Take that NSP and copy it over the top of halflife\nsp.
If you've only got one NSP folder, then everything should be peachy. Fire up steam, check your games list. You should see NS under 3rd party games. If it is, then you have won. Try to join a server. Report back.

I uninstalled everything and reinstalled it as u said, but this did not work, so i uninstalled it all again, and instead of loading them as u said i found all of my updates from yonks ago
And Updated NS from Version 2-3.4a beta at a time
There was about 8 update .exe to install and i did that in order and now it works

Run Steam to let it update the steam engine
Right click steam icon in tray --> games
double click "HalfLife"
it'll update halflife to the newest version, and it'll update the engine
When it's finished, hit "Play game"
If you dont' see Gordon standing staring with a shotgun, go to the beginning and start over.
Exit halflife
Download the 3 Natural Selection patches.

(get from www.natural-selection.org --> Downloads)
