I think I know why NS isnt working for me, but
whenever i try downloading NS 3.1, it doesn't ask me where I want to download it but it automatically downloads it in the WRONG place.
So does anyone know how to change settings so I CAN decide where I wasnt to install it?
Or Do I have to Redownload it from a website?
If I do (have to redownload it) can someone mirror it here?

Last I knew ns 3.0 beta 4a was the latest out. If that's what you really mean then the rest of your issue appears to be a browser usage problem.. Try right-clicking the download link and choosing 'save file as..' which should allow you to choose the directory where you save the file.
If you do have links to ns 3.1 pls post!

I opened file RESET GAMMA.exe all my options gone, how can i restore them?? i cant find any way to do that
i aM NOT VERY GOOD WITH COMPUTERS AND IM SUPPOSED TO KNOW WHAT THAT IS SUPPOSED TO MEAN?

Take a deep breath, and check to see if "caps lock" is off. Great big letters get great big flames.
Now,
The only reason the installer would be installing (NOT downloading, that's the process of taking information from a large network to a smaller one, ie the net to your PC,) to the wrong place was if there was some key in the registry. This would be the case if you have REINSTALLED. Reinstalling will install to the same directory as the game has been previously installed to.
Uninstall instead.
Then reinstall to the "correct" directory. (There is no correct directory, so I suppose you mean your preferred directry.)
Note you must install the ns betas to the HALF LIFE directory in steam, NOT NSP.
Ie:
c:\program files\steam\steamapps\lolyourface@aol.com\half-life

as a continued note, the 4a beta must beinstalled to c:\program files\steam\steamapps\lolyourface@aol.com\
NOT Half-Life (atleast with certain installers)
this is why my instructions tell you to search for NSP, if you find it in:
c:\program files\steam\steamapps\lolyourface@aol.com\Half-Life\Half-Life\nsp
that should tell you something.

and how am i supposed to uninstall it, cause i don't see an option... yyah i know im a n00b
so 4 goes into halflife, and 4a goes into email, right?
to get rid of the nsp folder if i wantted to restart, couldn't i just delete?

Generally, in installations, nested folders of the same name are a sign of bad installation.
