when i join a server with ns_delta
a messade will pop up saying
WARNING: COULDN'T OPEN NS_DELTA.WAD

Obviously, it's just a dummy-server; try joining to a non-delta server. Problem fixed. 
download ns_delta manually.
I think there is that file missing that tells the server what files belong to that map and the steam doesnt sent the wad to you thinking its not required for the map. The server than says it is required.
