When you recycle, you get back 80% of the structures cost if it's unbuilt; if it's built you get back 40%.

Never recycle built resnodes. They earn more while they're active than if they were recycled. Unbuilt resnodes, however, should always be recycled because, since its not active and sucking up res, you've got nothing to lose by recycling. Skulks usually ignore a recycling res node, unless its damaged heavily. Recycling an unbuilt one will get you 12 res, and recycling a built one will get you 6.

Lets assume that a single skulk takes 30 seconds to kill a res node. While its under attack, the node nets you ~7.5 res, where as if you recycled it, you get 6 res at best, or 0 res if the skulk kills it in time, and a recycling res node does not continue to produce resources.

Everything else, you should recycle immediately:

If a phase outpost is going down, and it cannot be saved, recycle EVERYTHING immediately. You've got nothing to lose and everything to gain: Chances are, they can't get everything before its recycled, and the buildings are just sitting there waiting to be destroyed, so why not earn some potential res off them? This situation is different than resnodes because a turretfactory, some turrets, and a phasegate isn't going to earn you res every 4 seconds, but can earn you res if you recycle fast enough.
