It's:
-game nsp +ip xxx.xxx.xxx.xxx +maxplayers 12 +map ns_eclipse
in Windows you have to make a shortcut to the hlds.exe and add -game nsp +ip xxx.xxx.xxx.xxx +maxplayers 12 +map ns_eclipse at the target, I only use Linux, but try around with that, it will work.
Why dont you search with google? That would be easier then asking here
