The server I run doesnt seem to change map after it passes its timelimit, it just buggers up and u need to rcon change it.

Also votemap doesnt work...

I have no idea whats going on - Would the best option be a reinstall?

Possibly in the map cycle you have the minplayers settings to high for each map, thus when it trys to change you don't have enough people in the server to meet the minplayers requirement, so it doesn't change to a different map, just to the same one. Either decrease the minplayers in the mapcycle or set them to 0 (turns them off).
