Most mappers who are posting their NS2 concept screenshots in the post you screenshot thread, are most likely creating these maps in HL2:DM. Now you won't get a NS2 map from that, but it does give you the ability to create maps with a NS2 look and feel (lighting/atmosphere). Besides we still don't know if the current map layouts will work with NS2.
For setting up Hammer 4.0, just set it up for Half-Life 2: Deathmatch. You can create NS themed maps in there (with themed I mean simulate them with hl2/css materials). When you start source SDK from steam, simply select Half-Life 2: Deathmatch from the "current game" pulldown menu and it should be setup with materials from HL2:DM.
Now simply start Hammer Editor. I think you still need to do some initial things to setup hammer correctly in the tools menu in hammer and setup the "Build Programs" tab and perhaps "Game Configuration" tab. But those are quite similar to Hammer 3.5 and shouldn't give you to much trouble...
Regarding Materials/Props and perhaps fgd and config files from NS2TR. Good things come to those who wait and patience is a virtue

Also Source mapping doesn't use wad files anymore.
