1.I have a dedicated server at a data center , server 2003

2. I have the latest hlds tool what do I install valve ?

3.Then I am lost I tried ot look at the guides posted but there is a MSQL error going on :{

4.I need a step by step form the hlds tool to installing NS

5.Also I have firedaemon please include the command line to run the server

I am a experienced server owner just need some guides please

I've never run a Win32 server but I'm experienced with NS enough to write a quick install guide for it. Check out my nsguides site. While, I no longer run an NS server (or any game server for that matter) however I do endeavor to keep the guides somewhat up to date.
