I installed 3.2 clean without any previous installations.
I joined a game and it said "Display doesn't support downloadable gun" in the ready room but the guns in the game work fine. I hopped into the comm chair and everything's black on the comm's HUD. The player scores were all in green and certain borders and texts that are supposed to be colored became black.

Is this a problem with vista drivers or is it because my NS is f'ed?

In this case I could be related to 64 bit OS. If I remeber correctly the commander screen going black was a common problem with the 64bit XP. I guess this could be the same for the 64bit vista.

But with 0 info about your system there is simply no real telling.

Now my screen is way too dark (even after turning up gamma) but at least it works

you cranked the gama INGAME not ussing desktop or your moniter controlls, right?

you should be able to crank the game to practicaly white out your screen ussing the ingame gama values.
