Try setting "voice_loopback 1", "voice_enable 1" and voice_modenable 1;".
Loopback means you hear your own voice (similarly) to how others may hear it, and enable and modenable turn on voice for the half life engine and for that particular mod, respectively. I'm pretty sure you have both of those enabled if you see the speaker, though. Loopback might help give you an idea of how it's sounding.
