When a IP is dropped as a ghost structure, it can not be instarecycled unless it is placed on some sort of a ramp.

To reproduce : Start a game, drop an IP anywhere where the ground is flat. Have any alien walk over it, it stays.

When an ip is placed on a ramp, an alien at the top or the bottom can instarecycle it by the normal method.

The build is 3.2 Final.

This is actually also observable in 3.1 and earlier: if you try to charge an IP as an Onos you won't make contact to damage it.
