Unfortunately, no. It's in the QA:
Q: What happens if the mayor decides at night to use its powers on the same night as bloodlust howl? A: Well, the mayor gets unlucky. It doesn't work, AND the power is gone. This applies whether the mayor is a wolf or not. To clarify a bit more on the howl, this will block every power except wolves' kill ability. Alright... it's been about 2 months of signups and we got... 12 people.
So here's what we'll do. I'm going to modify the game such that we have 2 wolves, and 10 humans. Yes, it puts humans on a slight advantage, but hopefully the wolves special skills will help balance it. The signups are still open, and ideally it'll be nice to get one more player into the game. If we manage to get 14 players, then the wolves will be bumped up to 3 again.
